On the morning of July 29, 1958, a fifty-one-year-old aeronautical engineer named T. Keith Glennan was in his office at the National Aeronautics and Space Administration—an organization that, technically speaking, did not yet exist.

Glennan had been tapped by President Eisenhower to lead this brand-new agency, which would officially replace the National Advisory Committee for Aeronautics, or NACA—a quieter, older outfit that had spent forty-one years studying how to make airplanes go faster. But airplanes were no longer the point. The Soviet Union had just launched Sputnik four months earlier, a polished metal sphere that orbited the Earth every ninety-six minutes and terrified Americans in a way few things had before. The space race, as people were already calling it, had begun without anyone asking if America wanted to participate.

Glennan was not a household name. He was an administrator, a builder of institutions, the kind of person who understood bureaucracy the way a conductor understands an orchestra. He had run the Atomic Energy Commission and knew how to wrangle scientists, military brass, and politicians who all wanted different things. On this particular morning, he was about to try something that had never been attempted: create a civilian space agency while the Cold War was heating up.

The irony was sharp enough to draw blood. The military had rockets. The military had missiles. The military had been begging to run the space program. But Eisenhower—who knew something about military overreach—insisted that space exploration be civilian. He wanted scientists, not generals, setting the agenda. He wanted peaceful exploration, at least in theory. The National Aeronautics and Space Act, signed into law just hours before, made it official: America would pursue the stars through civilian means.

But there was a catch, buried in the fine print like a splinter under a fingernail. The Department of Defense would retain control of military space operations. NASA would get the civilian missions, the moonshots, the grand gestures. The Pentagon would keep the weapons. It was a compromise that satisfied no one completely, which meant it was exactly the kind of compromise that might actually work.

Glennan had a staff of about eight thousand people inherited from NACA. He had a budget of roughly 100 million dollars—serious money in 1958, though nothing compared to what would come. He had no rockets that could reach orbit. He had no plan for the Moon. He had, essentially, a name and a mandate and the weight of national pride pressing down from above.

What he also had was a collection of brilliant people who had been waiting for permission to dream bigger. Wernher von Braun, a former Nazi rocket scientist now working in Alabama, had been itching to build something that could actually leave the planet. Robert Goddard had died in 1945, but his widow Esther was still alive, still holding the patents to the rocket innovations her husband had pioneered when everyone thought he was insane. There were engineers in California and Florida and Texas who had been sketching impossible things on napkins.

None of them knew, on that July morning, that they were at the threshold of the most expensive peacetime project in human history. They didn't know about the Moon landings. They didn't know about the Space Shuttle, or the International Space Station, or the Mars rovers still rolling across red dust sixty-five years later. They only knew that something had shifted. The sky, suddenly, was not a limit anymore. It was a frontier. And America was going to reach it, or fail trying, in front of the entire world.

Philip II of Spain spent nearly a million ducats building a fleet he was absolutely certain would work. On July 29, 1588, it began to fall apart.

The Spanish Armada was not, as legend would have it, scattered by Protestant winds or defeated by English cunning. It was undone by something far more ordinary: the collision between two different ideas about how to fight at sea, and Spain's catastrophic bet on the wrong one.

When the 130-ship Spanish fleet first appeared off the Cornish coast, the English commander Lord Howard and his captains had a problem. The Spanish ships were massive, high-walled galleons designed for one purpose: get close enough to rake an enemy deck with cannon fire, then board and fight like soldiers. They were floating castles. The English vessels were smaller, faster, lower-slung—built to maneuver and pummel an enemy from a distance. They were weapons systems.

For three days, the fleets shadow-boxed up the Channel. The English hung behind the Spanish formation, darting in to fire broadsides, then wheeling away before the galleons could close. It was like watching a man in heavy armor being jabbed repeatedly by someone with a spear who refused to stand still. The Spanish couldn't grapple. The English wouldn't stop moving.

Then the wind shifted. On July 28, a gale pushed the Spanish fleet toward the shallows off Calais. Howard saw his opening. That night, he sent eight burning ships—fire ships—directly at the anchored Spanish formation. The Spanish, terrified of boarding parties materializing through the smoke, cut their cables and scattered into the dark. It was panic, not strategy. It was the moment everything inverted.

When dawn came, the Spanish fleet was broken into fragments. The English attacked the stragglers. What followed was not a clean naval battle but something messier: a running chase up the Channel, with English guns tearing into Spanish hulls, Spanish crews manning the rails with muskets, neither side able to decisively finish the other. The Spanish were bleeding cannon shot and men. They had brought 30,000 soldiers to fight a land war that would never happen. Instead they were dying at sea, shot to pieces by an enemy they couldn't reach.

By early August, the Spanish fleet was driven past the English coast and into the North Sea. The only way home was around Scotland and Ireland—a passage so treacherous that of the 130 ships that left Spain, only 67 made it back. Storms killed more Spaniards than English guns. Some 11,000 men died, most of them drowning in Irish waters months after the fighting ended.

Philip's million-ducat fleet had failed not because God favored Protestants, but because he had built warships for the sixteenth century's past. The English had built them for its future. Sometimes history turns on something as simple as understanding what war has actually become—and being willing to admit you were wrong about it first.
